The Haryana State Narcotics Control Bureau (HSNCB) headquarters (HQ) started operating from its own fully equipped premises on the ground and second floors of the State Crime Record Bureau (SCRB) in Haryana Police Academy, Madhuban.
We’ve not only been working to arrest the drug peddlers, but also to spread awareness. We’ve conducted several seminars and administered oaths to around 1 lakh students. The state Government consituted the HSNCB in June 2020. ADGP Shrikant Jadhav took charge of the bureau on July 3, 2020. The Government had sanctioned 380 posts of police officials and other staff for the smooth working of the bureau.
The bureau has 17 proposed units at the district headquarters, of them 11 were sanctioned and eight units in Ambala, Karnal, Rohtak, Gurugram, Hisar, Sirsa, Fatheabad, and Rewari are functional.
The National Policy on Narcotic Drugs and Psychotropic Substances is based on the Directive Principles, contained in Article 47 of the Indian Constitution, which directs the State to endeavour to bring about prohibition of the consumption, except for medicinal purposes, of intoxicating drugs injurious to health.
The Government’s policy on the subject which flows from this constitutional provision is also guided by the international conventions on the subject.
India is a signatory to the single Convention on Narcotic Drugs 1961, as amended by the 1972 Protocol,the Conventions on Psychotropic Substances, 1971 and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988.
The broad legislative policy is contained in the three Central Acts, viz. Drugs and Cosmetics Act, 1940, The Narcotic Drugs and Psychotropic Substances Act, 1985, and The Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988. The responsibility of drug abuse control, which is a central function, is carried out through a number of Ministries, Departments and Organisations. These include the Ministry of Finance, Department of Revenue which has the nodal co-ordination role as administrator of the Narcotic Drugs and Psychotropic Substances Act, 1985 and the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988
The Bureau will work to completely eradicate the supply chain of narcotics in the state and bring drug menace under control. Hon'ble Anil Vij, while presiding over the review meeting of the Haryana State Narcotics Control Bureau here, said that its headquarters has been proposed to be set up in Madhuban, all the Bureau officials will be provided with equipment including vehicles, weapons, bulletproof jackets, night vision cameras, and other essentials to carry out their task in an effective mannerSh.
